What is NDIS Funding?

NDIS funding is money provided by the Australian Government through the National Disability Insurance Agency (NDIA) to eligible participants with permanent and significant disability. This funding is used to purchase the supports and services that help participants live independently, develop skills, participate in their community, and pursue their personal goals.
NDIS funding is not a cash payment made directly to participants in most cases. Instead, it is held in a plan and used to pay registered and approved service providers for supports delivered to the participant.

Every participant’s funding is different because every person’s disability, support needs, and goals are different. The NDIA determines the amount and type of funding in each plan based on the participant’s assessed needs and the principle of reasonable and necessary supports.
Key point: NDIS funding must be used for supports that are reasonable and necessary, meaning they must be directly related to your disability, help you pursue your goals, represent value for money, and be supports the NDIS is responsible for funding rather than supports that should be provided by other government systems like health or education.

The Three NDIS Budget Categories

Your NDIS plan funding is divided into three broad budget categories. Understanding what each covers is the foundation of using your plan effectively.

Budget Category 1: Core Supports

Core Supports fund the everyday supports that help you with daily activities, community participation, and transport. This is typically the largest funding category in most participants’ plans.

Core Supports is divided into four sub-categories:

Assistance with Daily Life Covers support with personal activities and daily living tasks including personal care, hygiene, dressing, meal preparation, household tasks, and overnight care.

Assistance with Social, Economic and Community Participation Covers support to access and participate in community activities, social programs, group activities, and recreational pursuits.

Transport Covers transport assistance to help participants travel to appointments, community activities, employment, and social outings where transport is a disability-related barrier.

Short Term Accommodation and Assistance Covers short-term respite stays where participants receive funded accommodation and support outside their usual home, giving family carers a break.

Important flexibility note: Core Supports is the most flexible budget category. In most plans, funding can be moved between the four Core sub-categories without NDIA approval, giving participants significant flexibility in how they use their everyday support funding.

Budget Category 2: Capacity Building Supports

Capacity Building Supports fund services that build your skills, independence, and ability to participate in community life over time. The goal is long-term growth, not ongoing reliance on support.

Capacity Building is divided into several sub-categories:

Support Coordination Funds assistance with implementing your NDIS plan, connecting with providers, and navigating the NDIS system.

Improved Daily Living Funds capacity building supports delivered by allied health professionals and qualified practitioners including behaviour support, psychosocial recovery coaching, and skill development programs.

Improved Life Choices Funds Plan Management, helping participants manage the financial and administrative aspects of their NDIS plan.

Important note: Capacity Building funding is generally less flexible than Core Supports. Funding allocated to one Capacity Building sub-category typically cannot be moved to another without NDIA approval.

Budget Category 3: Capital Supports

Capital Supports fund one-off or longer-term investments in assistive technology and home or vehicle modifications. This category also includes Specialist Disability Accommodation (SDA) for participants with extreme functional impairment or very high support needs.

Capital Supports is divided into two sub-categories:

  1. Assistive Technology Funds equipment and technology that helps participants with disability-related functional limitations, ranging from simple aids and daily living equipment through to complex powered wheelchairs, communication devices, and prosthetics.
  2. Home Modifications Funds structural changes to a participant’s home that are necessary due to their disability, such as installation of grab rails, ramps, modified bathroom fixtures, or other accessibility features.
  3. Important note: Capital Supports funding is the least flexible category. It is allocated to specific items or modifications and cannot generally be redirected to other support types.

How NDIS Pricing Works

The NDIS uses a price guide called the NDIS Pricing Arrangements and Price Limits, which sets the maximum hourly and per-unit rates that registered providers can charge for each type of support.

Key things to understand about NDIS pricing:

Providers cannot charge more than the price limits set by the NDIA. Support prices vary depending on the type of support, time of day, day of the week, and the provider’s registration type. Weeknight, weekend, and public holiday support is typically charged at higher rates than standard weekday support. Travel time and other ancillary costs may also be charged within the limits set by the NDIA.

The Three Plan Management Types

How your NDIS funding is managed determines who pays providers and what level of flexibility you have in choosing them.

NDIS-Managed (Agency Managed) The NDIA pays registered providers directly from your plan. Simple but you can only use NDIS-registered providers. Less administrative burden for the participant.

Plan-Managed A registered Plan Manager receives your funding and pays providers on your behalf. You can use both registered and unregistered providers. You receive regular budget statements so you can track spending. Recommended for participants who want flexibility without the administrative work of self-management.

Self-Managed You manage your own NDIS funding, pay providers directly, and claim reimbursement from the NDIA. Maximum flexibility and provider choice but requires time and administrative capacity.

What Are Reasonable and Necessary Supports?

The NDIS only funds supports that meet the reasonable and necessary criteria. A support is reasonable and necessary if it: Relates directly to your disability. Helps you pursue your goals and build your independence. Represents value for money compared to available alternatives. Does not duplicate support that should be provided by another system such as health, education, or housing. Is something the NDIA is responsible for funding. Supports that are not related to your disability, that are general living costs such as food and rent, or that are the responsibility of other government systems such as hospital treatment, are generally not funded by the NDIS. Understanding this principle helps you advocate effectively for the supports you genuinely need during planning meetings and plan reviews. How to Make the Most of Your NDIS Funding

Getting the maximum value from your NDIS funding requires active management and the right support around you.

Use your Support Coordination funding. If your plan includes Support Coordination or Specialist Support Coordination funding, use it. A skilled support coordinator can make the difference between a plan that sits unused and one that transforms your daily life.

Choose quality providers. The providers you choose determine the quality of support you receive. Look for NDIS-registered providers with genuine experience, person-centred practice, and strong communication. Monitor your budget. Keep track of spending across all budget categories to avoid over or underspend. Your plan manager or support coordinator can provide regular budget statements and alerts.

Do not let funding go unused. Unused funding does not roll over to your next plan in most cases. If you are underspending in a category, discuss with your support coordinator whether additional or different supports could benefit you.

NDIS Funding for Specific Support Types

Home and Living Supports

The NDIS funds a range of home and living supports depending on each participant’s assessed needs:

Supported Independent Living (SIL) covers daily in-home support for participants with high support needs. Medium Term Accommodation (MTA) covers transitional accommodation while a long-term home solution is confirmed. Short Term Accommodation (STA) and Respite covers funded short-term stays for participants and carer relief. Individualised Living Options (ILO) funds creative, participant-designed living arrangements. Home and Living Support covers comprehensive in-home supports for daily living and independence.

Children’s Supports

Children under seven access the NDIS through the Early Childhood Early Intervention pathway. Children and teenagers with approved NDIS plans can access Services for Children and Teenagers across a range of support categories.

Mental Health and Psychosocial Disability

Participants with psychosocial disability can access NDIS Mental Health Support Services through Core Supports and Psychosocial Recovery Coaching through Capacity Building. Behaviour Support Services are funded through the Improved Relationships Capacity Building sub-category.

Community Participation

Social and Community Participation, Group Centre Activities, and Transport Assistance are funded through the Core Supports budget under Assistance with Social, Economic and Community Participation.

NDIS Funding for Plan Reviews

Your NDIS plan is reviewed typically every twelve months. At your plan review, the NDIA reassesses your support needs, goals, and the funding required to meet them.
To get the best outcome from your plan review:
Gather updated reports from your treating professionals that reflect your current functional capacity and support needs. Document your progress toward your current plan goals and any areas where progress has been limited. Clearly identify how your support needs have changed or increased over the past year. Be specific about the supports you need and why they are reasonable and necessary. Have your Support Coordinator attend your review meeting and advocate for the funding you require.

Common NDIS Funding Questions

Can I use my Core Supports funding for any Core support?

In most plans, yes. Core Supports funding is generally flexible across the four sub-categories, meaning you can use funding allocated to one Core sub-category for a different Core sub-category if your needs change. This flexibility does not apply to all plans, so check with your support coordinator.

What happens if I overspend my NDIS budget?

If you overspend your NDIS budget, the NDIA will not pay the excess amount, and you may be personally responsible for the difference. Your Plan Manager or Support Coordinator should monitor your spending and alert you before overspending occurs.

What happens to unused NDIS funding?

Unused funding in a plan-managed or NDIS-managed plan does not roll over to your next plan. Self-managed participants may have more flexibility, but should confirm the current NDIA policy. Using your Support Coordination funding to maximise plan utilisation is one of the most effective ways to avoid wasted funding.

Can I change providers during my plan?

Yes. You have the right to change providers at any time, subject to the notice periods specified in your service agreement. Your Support Coordinator can help you transition between providers smoothly.

Can I appeal my NDIS plan if I think the funding is insufficient?

Yes. If you believe your NDIS plan does not adequately fund your support needs, you can request an internal review of the planning decision.
